Libraries are
service points dedicated to providing free and equitable access
to information for all, be it in written, electronic or
audiovisual. Libraries are the custodians of these various
information media. they also process information with
appropriate tools, organize and store them, for easy retrieval
when needed. Literacy and literate environment were not only
defined and explained in the paper but their roles and benefits
in the development especially in poor countries of the world
were well exemplified. The importance of libraries and its
various challenges in creating literate environment were also
discussed. Making libraries an essential part of policy
framework for educational sector with adequate funding can play
a meaningful role in creating a literate environment were among
the suggestions and recommendation emphasized in the paper.
